Scientific and Environmental Associates, Incorporated (dba SEA Consulting Group) was founded in 1983 by Ann Hayward Walker to inform decisions that affect the environment and people, especially at the land-water-people interface.  

Multiple uses of the coastal zone are inevitable and necessary. As we learn more from research about the effects of human uses on the environment, in the long run we all (business, government, and citizens) can benefit by leveraging learnings to improve our use of lands and waters. SEA recognizes the reality of simultaneous competing priorities in land and water use management, and the need to continuously refine good practices to mitigate pollution and other impacts on those environments.

In 1997, SEA headquarters moved from the Washington, DC area to Cape Charles, VA to become part of the newly opened Sustainable Technologies Industrial Park.  We continuously renew our commitment to business practices and services which align with economic and environmental sustainability. 

We are proud of our decades of technical support and consulting services to two clients in particular:

  • Consolidated Edison Company of New York, Inc. (1994 – 2019).  Provided technical support for regulatory compliance with the Oil Pollution Act of 1990 (OPA 90) and the Marine Transportation Security Act (MTSA). Services provided included: corporate-wide implementation and training on the Incident Command System, response plans and security plans for generating stations, barges, pipelines; audits, training, exercises, response strategy development, corporate ICS incident handbook and pocket guide. 
  • US EPA Regions I, 2, and 3 via subcontract to Weston Solutions Inc. (1999 – present). SEA personnel provided both onsite and offsite technical support on Region I and III’s Superfund Technical Assessment & Response Team (START) contracts. Our support for the Region III Regional Response Team is continuous since 1997; we produced the Selection Guide for Applied Oil Spill Technologies which was used in multiple regions by EPA, USCG NOAA, and the Department of Interior. SEA’s office in Puerto Rico provided emergency support in Puerto Rico and the Virgin Islands under subcontract to the Region 2 Removal Support Team from 2001 to 2019, including extended on-scene support following the 2017 Hurricane Maria disaster.

With over four decades of experience, Ann Hayward Walker remains SEA’s principal consultant, supported on an as-needed basis by our diverse network of technical associates and colleagues.
